About Air Force Base Infrastructure Modernization
The Base Infrastructure Modernization (BIM) Contract is an indefinite delivery indefinite quantity (IDIQ) and executed by the Air Force Life Cycle Management Center Enterprise IT & Cyber Infrastructure Division (AFLCMC/HNIB) Program Management Office (PMO) to modernize the Base Area Networks (BAN).
This effort modernizes the Department of the Air Force (DAF) Base Area Network (BAN) infrastructure utilizing Contractor provided services, methodologies, and industry leading practices. The Contractor shall take over current Communications Squadron (CS) network infrastructure operations and then modernize and operate/sustain the Contractors infrastructure design.
BAN is synonymous with the industry term Campus Area Network. The design of the modernized BAN infrastructure shall provide support for future The Department of the Air Force (DAF) Lead command network requirements such as Zero Trust, Network Authentication Controls, and other future requirements.
The purpose of this contract is for the Contractor to take over current operations and wholistically modernize the wired and wireless Non-secure Internet Protocol Router (NIPR or NIPRNet) and Secure Internet Protocol Router (SIPR or SIPRNet) networks for the DAF BAN. The Contractor shall operate and sustain the Contractors designed network infrastructure at the location(s) specified in subsequent Task Orders. The Performance Work Statement (PWS) will describe the scope of work and identify all areas of efforts to be performed.
The Contractor will perform the scope below in accordance with (IAW) the requirements the contract, and:
- Perform Site Survey (SS)
- Operate and maintain the DAF BAN
- Design Modernized BAN
- Modernize through Installation, Test, and Execution of design
- Operate and Sustain the Modernized BAN
The BIM scope includes ancillary services and material, studies and analysis for future capabilities, and travel. The Contractor shall deliver capabilities and services IAW the BAN Scope. For the purposes of this contract the BAN is the NIPR and SIPR Internet Protocol (IP) transport network equipment, extensions, and infrastructure within a DAF base.
The BAN Transport network provides packet-switched communications among base end-user network devices and systems. This shall include all systems required to transport IP traffic, manage the network systems, and enable the functionality. The transport network is bounded by the wall plate inside plant (ISP), or the Wireless Access Point (WAP) for Wi-Fi, and the Service Delivery Switch (SDS) connecting to the Wide Area Network (WAN) at the base network security boundary, formally known as the Enclave NIPRNet Firewall and ASIM Sustainment (ENFAAS) boundary. The exterior infrastructure, Outside Plant (OSP), is fiber optic cabling that connects from one building to another and terminates on the first fiber optic distribution panel (FODP) or splice case which terminates the OSP-to-ISP cable infrastructure of each building. OSP includes fiber optic cable, conduit, roll pipe, innerduct, tracer wire, manholes (MH), handholes (HH), building entrance panels, and external pull-boxes.
Depending on the location, the BAN may accommodate IP transport infrastructure supporting Geographically Separated Units (GSU), Contingency Operating Bases (COBs) or other locations.
